The presidium was prompted to do this by the fact that the penalties currently imposed in these cases do not fulfill the meaning and purpose originally set out in the guidelines of the DFB Control Committee and thus intended. With regard to the clearly formulated claim that the focus should not be on punishing the past incident, but rather on preventing further incidents, it should be noted that this goal of prevention is not achieved with the catalog of punishments.
From SV 98’s perspective, this applies almost universally at all locations and for all organizers, including the DFB, despite massive investments in personnel and security technology in recent years.
In connection with the discussion on the topic of pyrotechnics, it is important for SV 98 to emphasize that legal requirements must be strictly adhered to and that the dangers posed by pyrotechnic material must actually be respected. It is also unmistakably clear that other topics such as throwing cannons or firing rockets into spectator blocks must be condemned in the strongest possible terms. Nevertheless, the same stimulus for sanctions, which is now seen as a failure, must no longer prevail on this issue. It should therefore be noted that the catalog of penalties in its current form is not effective and fails to achieve its self-defined prevention goal.
The SV 98 therefore advocates that this complex issue must be reconsidered in all its facets. More than ever, this requires a credible, equal and constructive dialogue between all stakeholders. The aim of the association, clubs and fans must be to reform the catalog of penalties, which is outdated in its current form, and to find a promising solution with a jointly designed strategy that takes club, fan and security interests into account.
